Delaware State Fire Commission is a regulatory agency responsible for issuing certifications for the following categories.

  • Delaware Emergency Medical Technician
  • Delaware Emergency Medical Responder
  • Delaware Law Enforcement Emergency Medical Responder

The National Registry Emergency Medical Technician (NREMT) course meets the National EMS Education Standards published guidelines. The curriculum provides the student with in-depth knowledge and skill-based training to appropriately assess, stabilize, monitor, and transport pre-hospital patients. Students are required to spend time in the clinical setting with actual-time based upon student progress. Students successfully completing this course may sit for the National Registry exam. Upon presentation of required paperwork, State of Delaware EMT certification may be issued to individuals successfully completing NREMT requirements and individuals must be affiliated with a Delaware EMS provider.

This course provides the student with in-depth knowledge and skill-based training to appropriately assess, stabilize, monitor and transport the pre-hospital patient.  Students will be required to have internet access to complete online homework and quizzes throughout the course. Successful completion of this course will include passing a state-approved practical and written exam (Note: the State of Delaware uses the National Registry examination process for both practical and cognitive examination as the state-approved exam).

This course is intended for those individuals who respond to pre-hospital situations and must manage, treat, and transport the patient to an appropriate medical facility.

Initial certification is the process involved in obtaining a Delaware Emergency Medical Technician certification for the first time, excluding reciprocity.

ALL Applicants must:

  • Emergency Medical Technician (EMT) applicants must be 18 years of age.
  • Complete and pass the state required state and federal background check.
  • Successfully complete an approved EMS training course.
  • Must take and pass the National Registry exam.
  • Submit an application for initial certification and a fee of $25.00 along with a colored photograph.

Re-Certification Procedures

The certification of an Emergency Medical Technician (EMT) is valid for two years from the date issued. The EMT is required to submit an application to the Commission for re-certification prior to the expiration date. The application for re-certification must include a copy of an approved EMT certificate, National Registry Card (renewed), approved CPR card, and completed application with a $25.00 processing fee.

The applicant may be requested to produce other documentation upon request.

Delaware Emergency Medical Technician Reciprocity

The Delaware Emergency Medical Technician Reciprocity course allows individuals from other States/Regions who are certified as a National Registry of Emergency Medical Technicians (NREMT) EMT, to gain their Delaware Emergency Medical technician certification. The curriculum provides the student with a review and update of in-depth knowledge and skill-based training of Delaware required content to appropriately assess, stabilize, monitor, and transport pre-hospital patients.

This course provides the student with a review and updates in-depth knowledge and skill-based training surrounding the Delaware EMS policies and procedures to appropriately assess, stabilize, monitor, and transport the pre-hospital patient according to Delaware guidelines. Successful completion of this course will include passing a state-approved practical review and written exam, as well as passing the Office of Emergency Medical Services BLS Protocols examination.

This course must be completed prior to applying for certification through the Fire Commission.

All certified Emergency Medical Technicians are required by regulation to self-report any criminal arrests, in state or out of state to the Fire Commission within 10 calendar days. Below is the link for self-reporting to the Commission.

Forms

This course provides the student with the basic life support skills and knowledge to assess, stabilize, and monitor the pre-hospital patient. Some of the topics this course covers are airway management, CPR/AED, patient assessment, and trauma management. This course is intended for those individuals who respond to pre-hospital situations and must manage the patient until basic life support or paramedic units arrive, or the patient can be transferred to an individual with more advanced levels of training. This course prepares the student to take the National Registry Emergency Medical Responder written Exam and, if successfully completed, obtain an Emergency Medical Responder certification with a two-year renewal option. Recertification for Emergency Medical Responders holding a State of Delaware and/or a National Registry Emergency Medical Responder certification requires 12-hour refresher every two (2) years.

As an Emergency Medical Responder, you will play an important role in initial patient care with trauma and medical patient care, semi-automated external defibrillation (AED), vital signs, airway management, and oxygen therapy. You will work collaboratively with EMTs and paramedics in the prehospital setting.

This course is intended for those individuals who respond to pre-hospital situations and must manage the patient until pre-hospital units arrive, or the patient can be transferred to individuals with more advanced levels of training.

Personnel successfully completing the Emergency Medical Responder Course may be certified as an Emergency Medical Responder for a two (2) year period.

Every EMR must take an approved refresher course every two years to maintain the certification. The refresher class is 12 hours, and the course is to re-verify the skills and knowledge of the EMR in areas of first aid, CPR, and AED.

All applicants must:

  • Emergency Medical Responder (EMR) applicants must be 16 years of age.
  • Successfully complete an approved EMS training course.
  • Submit an application for initial certification and pay a fee of $15.00 along with providing a colored photograph.

Re-Certification

The certification of an Emergency Medical Responder (EMR) is valid for two years from the date issued. The EMR is required to submit an application to the Commission for re-certification prior to the expiration date. The application for re-certification must include a copy of an approved EMR certificate, approved CPR card, documentation of re-fresher course, and completed application with a $15.00 processing fee.

The applicant may be requested to produce other documentation upon request.

Forms

Delaware Emergency Medical Technicians interested in becoming field training officers should be seasoned EMTs who set examples and are leaders within their agency. They should be empathetic, knowledgeable, easily approachable, coaching, and attentive when dealing with an EMT student or EMT intern. They should have a desire to better the EMS system as a whole and have a propensity for teaching new individuals the trade. Interested EMTs may apply to the Delaware State Fire Commission after meeting the following requirements:

  • Be an EMT for minimum of 5 years.
  • Have a letter of recommendation from their fire chief or EMS official.
  • Not have any disciplinary records on file as it relates to your EMT with the state fire commission.
  • Complete the required training through the Delaware State Fire School
  • Complete and submit the FTO application along with a processing fee of $10.00 to the Delaware State Fire Commission.

Forms

Pursuant to Delaware Code, Title 21, Chapter 26, Uniform Commercial Driver’s License Act, any person seeking a waiver for the commercial driver’s license provision for the operation of firefighting equipment used by a fire company in the STATE that is necessary for the preservation of life and property or execution of emergency governmental functions or authorized uses by the fire company.

An applicant seeking this waiver must pass a training course conducted by the Delaware State Fire School before operating emergency response equipment. Once the training is completed, the applicant will need to complete and submit an application and pay a processing fee of $10.00 through the Delaware State Fire Commission at which time the applicant will be issued a certified emergency vehicle operators’ certificate. This certificate must be presented to the Division of Motor Vehicle with all required signatures, DMV will then issue an Emergency Vehicle card after collecting a $5.00 processing fee.
